The algorithm

gondolier is built on [shunt](https://github.com/rbtr/shunt) — the rollup-then-bisect merge queue engine:

batch N PRs merged into a staging branch as one commit

test CI runs on the combined diff

pass All PRs land in order

fail Split the batch in half, re-test each half — repeat until the bad PR is isolated
